Sub: Expectations of the cadres in Cadre Restructuring in CBIC -reg.

          The Inspector born community in CBIC has been witness to earlier Cadre Restructurings where the Staff Associations were not properly consulted and as a result these cadres lost out heavily.
          The fundamental flaw in the previous restructurings had been that while in Customs, the number of documents processed at each point had been taken in to consideration, for Central Excise alone, revenue was made the criterion and number of documents and papers handled were not considered.  The numerous number of reports called for by various authorities and in various formats have not been properly accounted.  Without accounting for these major items of work, the assessment of work based on revenue would be hollow because revenue will be mainly based on tariff and exemptions.  They cannot be linked to the actual work load in the department.
          However, this time the Cadre Restructuring exercise has begun with consultation with the Staff Associations.
This Federation would like to stress that the restructuring in CBIC should be finalized only in consultation with the Staff Associations at National Level as well as at Commissionerate / State level and should be done in such a manner as it is comparable to the structure of GST at State level, in terms of working conditions, duties and responsibilities, infrastructure, career progression and pay and allowances.
This Federation is of considered opinion that the inter cadre disparities between different zones as well as between GST and Customs could be settled and proper career progression assured for the Inspector born cadres only by creating a separate Group ‘B’ Service for CGST officers with new RRs with provision of periodical promotions based on number of years of service from the cadre of Inspector (base cadre). 
It is also imperative that if it entails bifurcation of CBIC in its entirety or from any level, then a one-time option should be obtained from the staff of CGST to choose between CGST and Customs with clear demarcation of the jurisdictions of Customs.
We sincerely hope that the above concerns of our cadres would be addressed during the CR exercise and favourably executed to ensure a new bright tomorrow for these cadres which form the major chunk of the department and have borne the heaviest of workloads throughout but yet remained marginalised in respect of any benefits in all previous exercises.
We look forward to the draft proposals of CBIC on restructuring be intimated to us and our concerns addressed in subsequent consultations.
