Posting
of Customs Officers to GST on promotion– reg.
The issue of disparity in
promotions between Central Excise and Customs in the CBIC has been a cause of
constant conflict and heart burn for the adversely affected Inspector born
cadres of Central Excise for very many years.
Even
the Board’s own decision of 1996 to merge the base cadres of Inspectors of
Central Excise, Preventive Officers and Examiners, where all these officers are
recruited through a single SSC Exam, has not been implemented even after
passage of more than 2 decades. In the
meanwhile, the disparity has only increased, giving room to more and more
disgruntlement and disillusionment for these adversely affected cadres.
It
is reported that, of late many officers from the Customs side are being posted
to the GST on promotion. While on one
hand this would readily point out to Customs persons getting a higher ratio in
promotions against the specific guidelines by the Hon’ble Supreme Court, it
also creates disquiet in the field when the supervisory officer is a junior within
the department itself, recruited through a subsequent process of recruitment in
a common exam.
Hence this Federation
demands that no officer from the Customs side may be posted to the CGST side on
promotion since they are far juniors to their counterparts in the CGST. It is also demanded that all those who
already stand posted in the CGST side should be moved out to the Customs
urgently to avoid further disquiet in the field.

Good reasons for this,
ReplyDeleteThe Examiner (Inspr) of 1996-98 has been promoted as AC(2118) alongwith Inspr Cx of 1977(Patki),1978(Sable), 1980(Nimhan),1982,1983; while Examiner (Inspr) of 1983-84 are occupying ADC posts & of 1988-89 are occupying JC posts.
And, with this trend, the Inspr Cx of 20 years senior will be working as Supdt, while his junior Examiner (Inspr) will be occupying ADC or Commr grade in next 10-12 years.
