Sub:  All India Seniority for those selected by All India Exam on All India Merit list– reg.
It has been brought to the notice of this Federation that even after recruitment of Inspectors through an All India Exam based on All India Merit list, they have not been placed on All India Seniority.  Persons recruited through an All India Exam and selected as per All India merit cannot be deprived of a promotion when their own juniors selected as per the same process and exam, with lesser marks, in other zones get promoted.  This is an anomalous situation and will give rise to numerous litigations. 
          To add to their woes, the CBIC has decided to stop Inter Commissionerate transfers also.  Thus, the persons who have been posted to states other than their home states will be deprived of getting back to their states.  Such compounded difficulties and injustice would take away the productive spirit in the youngsters joining the department with great aspirations and ambitions.  It will demoralise and demotivate them.
          All India Seniority need not necessarily have the liability of All India transfers, other than on promotions.  During promotions, there could be transparent norms to accommodate the senior most in the nearest vacancy and junior most to farthest point of vacancy, thus ensuring that if a person is not willing to take promotion to a farther point, he could await his turn by seniority to get the next opportunity.  Such a method is adopted in Banks.
          Hence, the Board is requested to immediately settle the issue so that the young work force does not get distracted by this issue and/or start leaving the department.

  1. The board's action of knowing well that an officer who got lower rank is being promoted before higher rank holder just because of your incorrect nomination procedure of zonal placement is appears to be goes against the apex court decision of annual ranking.
